I know the specs say that the device draws 45 mA of current but is that while plugged in to the obd in general, or when connected by Bluetooth? I left it plugged in for a few days accidentally and was just curious to know what kind of draw it had that whole time.

The problem when you left the dongle plugged in in you car is not the 45mA from the dongle. The problem is when you left it inside that the can bus system from car not goes to sleep mode and that uses a lot of energy. Never let the dongle plugged in.

We realise that the OBDELEVEN draws down the battery when ignition is on-engine off... whilst makes perfect sense, isnt ideal if one wants to play with the codings.
