Is it possible to set the acc to resume after stopping in traffic rather than having to tap RES (on steering wheel) or accelerating? Currently the dash shows ACC READY TO START as you stop and will pull away if the car in front moves away but only within 3 seconds.

If you disable autohold, it will resume.

Yes but still only within 3 seconds. Newer VWs with a different module I believe will move automatically up to 15 seconds. After 3 seconds on the module in the Tiguan requires either pressing resume or tapping the accelerator.
