The instrument cluster does illuminate when the ignition is turned-on. The dashboard uses a photo-transistor to modulate the illumination level according to the amount of light the falls into the cabin. On a mk7 with non AID dashboard, the photo-transistor is located between the "7" and "8" numerals in the tachometer clock - like this:

Shine a torch onto the photo-transistor and you will see how the dashboard illumination changes with cabin light levels.
