And what exactly do you want now? Have you checked if there are any fault codes?
The more information you provide the easier it gets.

Air circulation not working WHEN A/C OFF This is intentional by design to ensure that fresh air is entering the vehicle to keep mold from accumulating in the dashboard vents. The only workaround that I'm aware of is to switch the blower ON (but not switch on the A/C), and set it it the lowest speed with the recirculation feature enabled. This would "like" having the HVAC OFF, but the recirculation option enabled. If you switch OFF the blower in any way then the vents are set to take fresh air from outside the car. This is intentional by design. Personally, I've thought of electrically disconnecting my vents in the recirculating position, but this would result in a permanent fault code. The other idea I had was to switch the polarity on the motor so that "close" results on "open" and vice-versa, but this is a stepper motor, so this wouldn't be a good idea.

Leave the car OFF and unattended for at least 30 minutes, and you will notice that the recirculation is set to OFF
I've tried this with the option, with my MK5 GTI which has MK6 GTI retrofitted Climatronic unit
