can I also activate swap files with obdelife,
or am I pointed to the dealer

You can't generate FeCs (feature entitlement codes) with OBD11. Without an valid and matching FeC you cannot enable any swap protected function. This does apply to all other tools. Some can transfer FeCs, but you need to obtain them somehow...
For enabling features bought with an activation document (orignal VW part number) the only way is to go the dealer.
