Is there an adaptation for o2 oxygen sensor?
I was getting a P0420 catalyst system Bank One lower limit not reached I poked around and looked at lambdas and the numbers were not moving hardly at all on bank 1 sensor 1 so I did my research and figured I needed a new O2 sensor (upstream) pre cat. Got the new sensor installed it, the numbers are moving now but I got the same error PO420. I have cleared codes, unhooked the battery , even attempted a readiness. Still getting same code PO420. Lambda numbers on sensor 2 (downstream) seem to be moving very well.

the numbers are moving now but I got the same error PO420 The values have to fluctuate within a valid range. Do they fluctuate in the same direction by about the same amount? Any significant deviation will result in the code. At operating temperature (engine ON and idling after being driven), do both sensors show a reading of about ~1.0? (0.9 and 1.1 is acceptable as well) Note: there is no calibration for your sensors. You can only fool the ECU if you had an aftermarket tune.

Bank 1, sensor one went to 1.99 at some point. This should trigger a fault code.

Bank 1, sensor one went to 1.99 at some point. This should trigger a fault code. For the oxygen sensor on the vw jetta mk5, the voltage goes from 0 to 5 volts and this is normal, since there is a wide range sensor. If the sensor is not a wide range, then its voltage is normal from 0 to 1 volt.

I know the MK5 uses a wideband. However, my point still remains that what you are seeing a high lambda reading which corresponds to an AFR of 29.253:1. That's not the voltage you are looking at. This to me indicates that your car is slow in keeping the lambda near stoichiometry for a yet to determined reason. My GTI never hits that even during an abnormal downshift.
