How many control modules should a 1999 Golf GLS MK4 be reading? Since I received the ObdEleven it's only been reading 3... ECM,tcm and brakes. Mind you it's been close to 2 weeks having the device, this morning I used it and had Comfort control module out of no where and cluster I think.

it's only been reading 3... ECM,tcm and brakes This is correct. The MK4 is still very basic. It doesn't use CAN like the newer MK5 Golf for it wouldn't have any of the newer modules that support the features you may be expecting. You can look at Gateway module 19 to see what is installed in your car. However, Engine, transmission (if automatic) and ABS is all that you get. Your airconditioning, radio and dashboard cluster is also using the older protocol not supporting any real programmable options. So to answer your question: The 3 items you are seeing is correct. I have a friend who only has 2 since he has a manual MK4. His ECM doesn't have any editable options
