I just bought a '16 R (NAR), and I was caught off guard by the fact that the cigarette lighter receptacle doesn't remain active after the initial is off. My GTI, also a MK7 would.
What coding/adaptation would fix this?

Permanent supply to the ciggy lighter (probably more PC to call it "Power outlet") isn't a coding matter - the fix is to physically move the fuse #40 to the "upper position" like this:

I installed a VAG Navi system and it needs a power supply for the screen, so I’m planning to connect to cigarette lighter fuse, I’m worried the screen remains on even after it slides down in the dashboard.

If you move the fuse up it will stay on forever, if you have the switch in the original position it will only come on when ignition is on

i have a dashcam connected to my cigarette lighter. if i was to do this adaptation, would it just end up draining my battery or is there a battery management system that will kill the supply to the power outlet if it drops to a certain percentage so the car can at least turn on?

hmm......... OK. let's address the questions in this thread regarding what happens if fuse #40 is lifted to the upper position (as shown in my picture above). As vwjap has advised: - With the fuse in the lower position, the voltage on the ciggy-lighter socket will be turned-ON when the ignition is ON. This is the default factory arrangement and in technical speak, this is called a T15 voltage.
- With the fuse in the upper position, the voltage on the ciggy-lighter socket will be turned-ON regardless of the ignition status - meaning that the socket will be +12V (battery-rail volts, actually) all the time! Again in technical speak, this is called a T30 voltage
T15 and T30 are called "Terminal" voltages and they are defined in the vehicle-industry Standard DIN72552. There is NO Terminal-voltage in DIN72552 "that will kill the supply to the power outlet if it drops to a certain percentage so the car can at least turn on". In the real world, whenever this "conditional switching" arrangement is needed to protect the battery - the smarts for disconnecting battery power are inside the electronic device that's plugged into the ciggy-lighter socket - meaning that the electronic device has internal circuitry that switches-OFF its own connection to the power supply after a period of time (i.e. these electronic devices have their-own "sleep" state)
If electronic devices draw sufficient electrical current that will drain the battery if left switched-ON and if these device do NOT have their own "sleep" state - they will be specifically designed for a T15 voltage. So, bottom-line = there are ONLY 2 x voltage options in a Golf mk7/7.5 for the ciggy-lighter socket; T15 and T30!! Don
PS: This is how to get access to the fuse panel- Lower the glove-box door- Open glove compartment lid -2-.
- Push limit stops -1- for glove compartment lid -2- upwards -arrows A-.
- At the same time, open glove compartment lid -2- further -arrow B-.
- While doing this, carefully pull rack out of damper element.
Hint:Have someone else hold the glove-box door and as it is lowered SLOWLY - notice how the bar slides out of its receptacle (which looks like a wheel with a longitudinal square hole).
Closing the glove-box door- Close glove compartment lid slowly. While doing this, carefully slide rack of braking element into damper element.
- Close glove compartment lid further and engage it behind limit stops
For those vehicles that have the steering wheel on the "wrong" side (meaning, not the right-side ), the fuse #40 location is like this (notice the upper fuse position for SC40 in the picture below):

Yes as the dash cam won’t switch off You could move the fuse then wire up the dash cam to the opposite side of the fuse which would now be ignition
