Is it possible to activate Launch control using obdeleven on non R or GTI/GTD version.

Do not think so. At least in Europe we have launch control from factory also on the 2.0TDI.
It is mainly the DSG which is the limit here. Only Golfs with DQ381 (and prefacelift DQ250) DSGs are able to launch control, as dry clutches used in DQ2000 (1.6Tdi and all petrol engines) would overheat while in launch control.

The GTD and the TDI do not have that much differences in the drivetrain anyways. Even my old Skoda Octavia could launch, so not even the EPB/Autohold is mandatory
Sure, it is not really convenient to play through the menu, as the ESP-button is missing, but would work perfectly.
