I don't think it's possible, why you want to do that ? That why it's called fog light to use it only when it's fog outside otherwise you can bother other drivers.

Is illegal in most countries to use fog lights when there is no fog and personally those who do should be shot as am totally over bogans who run around with lights flaring all over the place in DAYLIGHT
