Just to add to this you cant code default off but switch on unless you have a stop start memory module (some of the top of range cars do have it)
However dv52 (Australia) has kindly written up how to build your own one here www.vwwatercooled.com.au/forums/f197/golf-mk7-auto-start-stop-disable-switch-who-wants-help-108932.html#post1154903 and I have certainly seen these for sale on EBAY in Europe.

Optimization of the start-stop system
09 - Central electronics
[Login II - 16] Code 20113
[Adaptation - 10] -> Channel 34

Enter the new value you want.
24 -> Start-stop will be disabled by default.
60 -> Start-stop remembers the last state (before turning off the engine)
88> Start-stop is disabled by default and lamp is inverted
124 -> Invert the light bulb (will be on when the Start-Stop system is on)
