Changing an instrument cluster #17 is a delicate process which requires swapping out the immobilizer with the ECU and key-barrel (to match the transponder in the physical key). This is for anti-theft reasons
OBDeleven and VCDS can only copy the coding from your OLD cluster for you to restore to your new one. This is for legal reasons.
There are tools like VAGTacho that you can buy the clone versions on eBay to READ the PIN from your old instrument cluster, then you can use VCDS / OBDeleven to write it to your new cluster so that your existing ECU, immobilizer and key-barrell is still valid.
Otherwise, your car may start and run of only 1 second then just shut-off (but you can restart the cycle once again).
Also note that your new cluster should be checked for compatibility with your ABS unit, or else you have a new problem when you get the immobilizer problem resolved.

Is there a tutorial for cloning a cluster? This forum, nor that of Ross-Tech would have this information as it complex in nature (and illegal in some states where odometer tampering is frowned upon). One would require tools (software) to READ the EEPROM circuitry of the original to WRITE to the other. WINOLS is one such software to use, but I haven't used it before. If it is the immobilizer in the odometer you wish to circumvent, then I can vouch for VAGTacho for getting the job done quick and cheap for a Do-It-Yourself solution. And how do I check ABS compatibility? I'm not an expert at this. I can tell you that 2WD and AWD ABS units are totally different units, so don't waste time swapping the two. Also you need to be aware of the protocols that each donor module uses. If there is nothing wrong with your existing module, I suggest you buy a clone VAS 5054A or VAS 6154 cable from eBay, and use a copy of ODIS engineering to flash different firmware to your existing module to get the features you want (such as hill-hold-assist). There isn't going to be a compatibility chart for ABS modules due to the vast combination of different car configuration. Cars that come with Limited Slip Differential, traction control, Automatic Start-Stop, Hill-descent-assist) come with different ABS units as well.
