Hi,
My 98 beetle starts but shuts off immediately. Does anyone know how I can overcome this so that I can run a scan? Or is there a way to scan the vehicle with the ignition off?
Seems like a catch 22.

That's a good question. after the car starting and shutting down several times I did end up having to jump it. But the battery was fine and is still.

The problem began after a tow company towed my car and had disconnected the battery and ripped out fuses to get the alarm to stop. I've seen some discussions on VW sites that this can happen when the battery is disconnected or potentials crossed. And the solution I've seen is VAG-COM. however reprogramming with OBDeleven would involve having the car on. Which I can't seem to do.
I'm new to all of this so I have no OBDeleven experience.

You only need to have the ignition on.
