If not, why not?

Many peoples cars suffer battery issues when leaving it in, check out this thread forum.obdeleven.com/post/3168 on how to turn it off correctly and reduce power drain. I don't leave it in because I don't have a need to have it in all the time and I do have other OBD2 devices that I use.

I see no sense in leaving it plugged in(for me). I don't need it that much.

So it sounds like the dongle is energized when plugged in, even when the app is not connected?

Ah,I see now; thanks. I've been leaning mine plugged in as I've been doing a lot of logging recently, but I always close the app when done. I've experienced no battery issues.

that is what the advise from development team is. MAKE SURE YOU DISCONNECT FROM THE APP BEFORE YOU LEAVE.
If you are doing a data logging job and just walk away then the device will keep the car awake so it can carry on logging data. Hense the Battery drain.
I have left mine in for a couple of days with no issues but IT CAN drain if you do not follow the instructions in my link.

Here's my theory about this question: when you plug-in an OBD11 dongle into the OBD port, you are really connecting the device into the Gateway module @ address hex19. The Gateway module connects to the 6 x CAN bus in the network and through these buses, it communicates with every module in the car.
If the OBD11 dongle remains plunged-into the OBD port and if the user presses "connect", the Gateway module "wakes-up" and it wakes-up each of the other modules in preparation for a diagnostic session. Importantly, whenever the modules are awakened, so are ALL of the associated switches and sensors. The result of all of this activity is electrical current drain.
In normal circumstances, after the ignition is turned-off, lots of the control modules are put into a sleep state and many of sensors are deactivated after a period of time.
So moral of the story - don't leave the dongle plugged-into the OBD port with "connect" pressed
