oldguy: (me too!) - Your question suggests that you are not an experienced OBD11 user (forgive my impertinence if my assumption is incorrect). Yes, Urban Joke is entirely implemented using adaptation channel changes - no long coding amendments involved!
So - if you aren't a "confident practitioner" of these type of changes, then proceed VERY carefully with this (complex) tweak. If you can have another person beside you (double checking), it might be advisable - because of the number of changes needed to make this tweak work.
The starting procedure for this tweak goes like this:
Select Central electrics module (@ address hex09)
Select security access
enter the magic number 31347
Select adaptations
Search for the 1st "Parent channel" in the List that I posted (i.e. Leuchte20BR LA71)
Check that the values on your car are as shown in the STOCK settings column
ONLY IF THE SETTINGS ARE AS LISTED, change settings as shown in the New setting column
Press the "tick-in-the-green-circle" to accept the new settings
Repeat Step V to Step V111 above for subsequent "Parent channels" in the list that I posted
And again, proceed carefully - double checking your changes before implementing them!

You are correct Don, I have not done much with OBD11 yet, just a few apps and adaptation for windows on my GTI. This is more involved, but seems easy to follow. Having another person with me is an excellent idea and I will do that. Thank you much sir!
Don, Not all things were the same as the listed stock settings. One that needed changing was Dimmwert EF20, stock setting listed is 36, hers is 25. However I don't think that's really an issue, isn't that just the brightness setting? I was going to press on, but until I know this stuff better I decided to back out.

How can I disable it OR have it blink with the out light instead of the inner? Oem incandescent US tail if it makes a difference.

As I read the tweak instructions (not my original design), the behavior of the lights in your video is exactly how the tweak is meant to operate, albeit, Urban Joke may not have been intended for your RoW style tail lights (with the additional yellow turn signal lamps) - notwithstanding that you have a NAR car.
So there's a couple of options: you could implement DV52tails (which I originally designed for RoW style fittings), or you could keep the urban Joke tweak and change the following to make the lower yellow lights synchronize with the outer tails:
Leuchte18BLK HLA60-Lichtfunktion A 18 > change to Blinken links Dunkelphase (default Blinken links Hellphase) Leuchte19BLK HRC31-Lichtfunktion A 19 > change to Blinken rechts Dunkelphase (default Blinken rechts Hellphase)

Thanks for the help Don. I made the changes you mentioned and they're not synchronized with the outer tails. It actually disabled them completely. I'm fine with it that way, honestly either way would've been fine by me. Just wanted let you know, those tweaks are to disable the lower lights, not synchronize them with the outer lights. Again, thanks for the help.

Max: Hmm............ sounds like a fairly straight forward proposition. You have a North American Region car and Urban Joke is designed for NAR cars - So why not see if my table a few posts above fits your car (look at the STOCK Settings)?

swag: OK now it's making sense - thank you for the explanation. My suspicion is that the problem may be caused by a priority clash in the way that the Blink/Brake function is programmed. This can happen when multiple functions are placed in a Leuchte-set but they are given inappropriate lichtfunktion placement. Anyhow, this is just a guess

So, the Leuchte-set in your picture is for the left side lamp. If you want to remove the turn signal function change all instances of Blinken links Dunkelphase to not active This Leuchte-command appears twice on your pictures @ Lichtfunktion B and Lichtfunktion C
You will also need to change the Leuchte-set for the right side lamp as well. This is Leuchte19BLK HRC31 and if you have programmed this the same, the appropriate Leuchte-command is Blinken rechts Dunkelphase. Again, change all instances of the setting Blinken rechts Dunkelphase to not active

Yeah, I saw this one before too. Unfortunately, my NAR GSW does not have the amber turn signal that's why I went this route. It will be more visible for vehicles behind me. It's more of safety reason, I must say.
But noticed that there's a difference in the inner tail light settings, the value for C23 can't be set to 'brake light' as that wording doesn't seem to be an available option. I set this to 'Bremslicht' (which is brake light in German) and it seems to have worked fine. Not sure if that's why the app failed on my car as I'm pretty new to all this, but it's the only setting where the wording for the values in the pic linked above weren't available. Oh and another thing that differs from the picture linked above for the 40 Years/Clubsport is the settings for (1)-Leuchte20BR LA71-Lasttyp 20 and (1)-Leuchte21BR RC8-Lasttyp 21, these are by default 34 - LED Bremsleuchten, I incremented those to setting 35.

Gav: thank you for the feedback. The link in your post is taken from my VCDS reference thread and it is appropriate for that device because the Ross Tech cable reports "Brake light" rather than "Bremslicht". I posted the OBD11 version of the tweak instructions a few pages back on this thread, but here are the two versions again for future reference.
