How does one make it so there is not an error message that shows up after installing led license plate lights? I have tried ticking Bit 7 of Byte 17 and untickng Bit 6 of Byte 23 in Central Electronics but that does not seem to work. Anything I'm doing wrong or is there any other way of doing it?

Have you got label in coding? Find something similar with "cold diagnosis for license plate lamp"

Yes. Bit 7 of byte 17 says, "license plate light without plus width modulation (PWM)(led light)," which I have check and bit 6 of byte 23 says, "lamp monitoring (cold) license plate lamps," which I have unchecked.

Yes, error still appears after I clear codes, turn car off then back on. Also, I did try byte 18 bit 0 but still get error.

Note that you can ONLY disable cold diagnostics! If you turn the engine on your car starts the warm diagnostics and there you'll get the error again. As far as i know you can't disable warm diagnostics with obdeleven or vcds. So please check if the error still persists if you ONLY turn the ignition on.

How does one make it so there is not an error message that shows up after installing led license plate lights? You have to get CAN compatible LEDs with the resistors in them to simulate the electrical load of having incandescent bulbs.
