New Camera Not Showing Video & OBD Not Letting Me Code It

New to OBD, so please bare with me and sorry for long post...

2017 B9 A4 Premium Plus.  My original rear camera became faulty with the dark black and blue video stream and flickering.  I ordered a replacement camera from an Audi dealership (part # 3V0 827 566 L).  Simply swapped the cameras out and was expecting the new camera to just pop up, but it didn't.  I see the parking sensors when I put the car in R, but no video.  So I purchased the OBD Ultimate to help code the camera and few other things.

I followed the steps in the bogdan link provided in other posts and I know the car sees the camera and is ready to be coded.  Steps for Modules, 19, 9, and 5F are all good to go, but it is in 6C that I cannot get anything to work.

I go into 6C and change service to Development Mode, then go into Long Coding, I copied all of the long coding info about the camera in 6C from the old camera and enter it into the new camera and when I hit write, I get one of 2 errors.... either "function cannnot be performed, incorrect diagnostic mode" or "function cancelled, marginal conditions not met".  

If I try to go the Bytes route, which I also copied from the old camera, I also get the "function cancelled, marginal conditions not met" error...

so what am I doing wrong..... I have tried with the engine on and off, with the hood open, I have tried using the app on my iphone and ipad, deleting the app and re-installing.  When I plug the old camera back in, the video comes up right away and the faults clear.

when I scanned the car, I had errors in 19, 5F, and 6C... I also am unable to access Control Unit 76... it tells me to check ignition and try again.... any help would be greatly appreciated.  I really do not want to have to go to dealership... they wanted $2200 to replace and calibrate rear camera.
