Hmm....... let's first deal with your objective regarding dynamic tail-lights!
The 2 x Leuchte-sets that you identify are originally from VAG vehicles that are built on a MQB or, later MQB-evo platform. This car is built with a MLB-evo platform. Very different !!
Alas, you will NOT find either of the 2 x Leuchte-sets on your central electrics module (in fact you won't find ANY Leuchte-sets in the 09-module in this car)!
Also, even if this car DID manage the operation of the exterior lights with Leuchte-sets (again, it doesn't) - creating dynamic turn-signals is NOT possible by coding changes alone!
Yes, LED style lamps are required for dynamic turn-signal operation - however "normal" LED tail-lights are missing the LED "chaser" circuits that provide sequential illumination of individual lamps in the LED string. So, dynamic turn-signal fittings contain additional electronic equipment for the lighting effect!!
As for your more-general question about accessing coding - since this car has an "evo" platform, I'm guessing that access to key module is protected by the newer SFD protocol. If you are not familiar with SFD, I suggest that you read -

So, when considering coding changes that you may find on the net, maybe take note of the the VAG model and build year of the donor information and how it compares with your car.
In some instances, it is possible to apply coding changes across VAG models - but in the main, coding instructions will be vehicle specific!!
