Enables flash / stop lamps in flash mode during emergency braking.

Bit 1: Check "Emergency Brake Flashing via Brake Light active" (to activate the brake lights)

Bit 2: Check "Emergency Brake Flashing via Turn Signal active" (to activate the flashers)
