I have the same problem on my 2021 Octavia. It seems that Capacitive sensor is not enabled every time together with the Travel Assist function. Than it remains to shake slightly steering wheel slightly when warning message appears.
After I see that Steering wheel cant sense touch I usually just try to turn off ACC and on again and activate Travel assist several times. After several tries it usually start detecting hand touch on steering wheel. However it is annoying to experience that too often.

Have you tried to contact dealer regarding that?
