First, the tweak for this matter is NOT "long coding" - it's an adaptation channel tweak
Try this: Fire-up OBD11 and connect to the dongle.
Using my pictorial steps below, navigate to the search box on the last screenshot: - Enter "4TFL" and select Leuchte4TFL LB4 (this is the left-side DRL lamp)
- In the next screen, there will be 19 x channels reported for this Leuchte-set (scroll-down to see all channels) and amongst these there will be 8 x channels that start with the name "Lichtfunktion", followed by "A", "B"............"H"
- Look through the 8 x Lichtfunktion channels for the Leuchte command Standlicht vorn (Positionslicht; Begrenzungslicht). Change this to Standlicht allgemein (Schlusslicht; Positionslicht; Begrenzungslicht)
- Follow the prompts to execute this change
- When asked for a security code - use 31347
- When completed, look through the 19 x channels and confirm that the change has been correctly made
- Go-back to step 1, above (press < symbol) and enter "RB32" - then select Leuchte5 TFL RB32 (this is the right-side DRL lamp)
- Repeat steps III-VI, above
- Exit OBD11 and cycle ignition. Switch-ON low-beam lights and confirm the altered DRL behavior

Post-up screenshots of Leuchte4TFL LB4. To be clear, I need to see ALL 19 x adaptation channels in your pictures

When you said "I have LEDs and live in the country" - I assumed that you meant that the DRLs on this car are LED. But your screenshots suggest that the DRLs are in fact incandescent lamps!
So currently on this car, the DRLs are illuminated to 31% when the low-beam lights are switched-ON. If you change Dimmwert EF to 100 on both Leuchte-sets, the DRLs will illuminate fully with low-beam.
However, you should understand that the reflectors in the DRL fittings do NOT have the correct cut-off characteristics for night-time driving. This means that it's likely that full illumination of the DRLs will blind oncoming traffic - this is the reason why the DRL are factory dimmed to 31 %

Don Is there a way to tell the vehicle I installed led bulbs now in the car, could this be the issue?

OK - so you replaced the factory incandescent DRL lamps in this car with LEDs - it would have been useful to include this bit of information in your first post !! So, the thing to understand is that your retrofit LED lamps are very, very non-OEM - which means that it's anyone's guess how the semiconductor junction in the LED (the bit that produces light) has been built. And importantly for this car - it's anyone's guess how compatible the design of the VW power supply is with the new non-OEM LEDs. Based on your words that these LEDs do NOT illuminate with the low-beam function despite the fact that the Leuchte-sets provide a 31% power supply to the lamps when low-beam is activated - strongly suggests that there is a compatibility problem with the DRLs on this car.
Again, the non-OEM nature of these LEDs means that I'm not sure how to integrate these particular LED lamps into the VW environment. The central electrics module on this car is capable of driving LEDs separate to incandescent lamps - but you will need to experiment with different settings to find the best arrangement for the non-OEM lamps.
So - try this for both Leuchte4TFL LB4 and Leuchte5 TFL RB32: - change Lasttyp to a setting with LED in its name - maybe try 43 allgemeine LED, or 37 allgemeine LED bis 12W, or 40 allgemeine LED
- change Dimmwert AB and Dimmwert CD to 127, or 100 for each of the settings above
