Is there anyway to lower the speed at which the matrix lights activate? I think it is at 39mph currently

Don't know if it's possible, the matrix light can be activated from the speed of 30 kmh - around 19 mph - It's already slow enough isn't ? It's 2 time slower than the previous matrix gen on other VW cars

There is no way. Either this is hardcoded somewhere or in the depth of datasets.
You could give the adaption "Matrix headlamp, function at standstill" a try, but I am unsure this has any or the desired effect.
The speed thresholds are in place for technical reasons, as the object detection greatly relies on the own speed and is way less reliable when the car is moving slow or not at all.
