I've found the Leuchte for the ambient lights. 44 ALV C70. Function A is "Ambientelichtmodul Versogung" which translates to "Ambient light module supply". Function B is "aktiv100prozent" which translates to "Active 100%" (I assume 100% means all the time). Does anyone know what the differences between function A through F are? Based on another modification for the fog lights it seems like functions are the different use cases of module. If that's the case then why wouldn't "Active 100%" cause them to be on all the time?

I'm not really familiar with the new Leuchte-commands in a mk8, but my guess as to a possible answer to your question about Lichtfunkion A & B settings is that it means that the Leuchte-set ALV C70 (which controls pin#70 of Socket C on the central electrics module) controls a lamp(s) which must satisfy two conditions (meaning when the "Ambient light module supply" is active, the lamp will illuminate 100% of the time)!
As for your question about the general purpose of Lichtfunkion A, B, C.........L, the answer is that the alphabet value of a Lichtfunkion is used to resolve programming conflicts. On a mk8, it's possible to assign up to 12 x light-functions to a particular lamp. If a lamp is programmed to operate as more than one light-function (Lichtfunkion), it's quite probable for the respective light-functions to conflict occassionally.
As an example, suppose a Leuchte-set is programmed to turn-on a lamp when high-beam is selected on the light switch and also to turn-off when the turn-signal is operated. What happens when both conditions occur together?
The groupings that I show as Bank # in my table resolves the conflict in my example above. In Leuchte programming, the priority of a Leuchte command is determined by the Lichtfunkion alphabet value - like this A>B>C>D.........> L.

This worked for my 2023 Tiguan R... However, it also disables the ability to dim the lights, so may not be suitable
Enable permanent Ambient lighting (during daylight as well as night time)
1. Module 09 Central Electrics 2. Security enter "31347" 3. Adaptation 4. Search "Interior Light Parameters" 5. Scroll through list until you find "p_helligkeit_Fzg_geschlossen_zuendung_ein_tueren" and select it 6. Change the value from 126 to "100" 7. Now scroll through the list until you find "p_helligkeit_Tueren_geschlossen_HD_zu_zuendung_aus_tueren" 8. Change the value from 96 to "100"

Didn't Work for ne, Security Code seems to be different in Golf MK 8 and there was no such function "Interior Light Parameters" on Stg 09.
