Darren: Hi. HBA is a system whereby the high-beam lamps automatically react to on-coming traffic so as not to blind the driver of the other car. To do this, HBA uses a camera that is installed on the windshield - looking forward. There are basically 2 x forms of HBA: a low-version which simply turns-off the high-beam lamps when the camera detects an on coming vehicle and a high-version that tracks the path of the on-coming car and raises a number of baffles in the headlights to shield the driver as the path changes. Clearly for both types of HBA, a front facing camera is needed and for the high-version, the headlights need to have the baffles.
The "the light on dash with A inside it" has nothing to do with HBA - this is a message telling the driver that Start-Stop has not activated because of an enforced restriction (read the owner's manual)

The A cones up when the lights are in auto and I push the high beam stork backwards instead of the blue high beam light on dash I get a white one with th A inside I presume the head light assist is activated but it never seems to do anything to lights

Darren - OK, I guess that different models have different "flags" for the HBA function. As I said, HBA must have the front facing camera installed.
Also, Within the limits of the system, HBA automatically switches the main beam on at speeds of over approximately 60 km/h (37 mph), depending on environmental and traffic conditions, and switches it off again at speeds under approximately 30 km/h (18 mph) . The function is controlled by a camera located near the interior mirror.
And HBA normally recognizes illuminated areas such as towns and deactivates the main beam while driving through them - so it won't work in these areas.
Assuming that HBA is actually working on this car, maybe read the owner's manual
