I'd like the fog lights to go on when the headlights go on in auto mode. Then if I want, I can control them with the switch.

I'm wondering if it's even possible. Maybe a small device that detects when the lights go on then sends the signal to turn on the fog lights.
Maybe if it was jumped to the led wiring for the headlight display it could detects a change in voltage.
It would require modification of the headlight module

hmm....... this tweak is really simple for the previous mk7/mk7.5 (which has a MQB build platform)!!
However, I've just had a look at the adaptation channel database in a 5WA-series central electrics module which is installed on a mk8 (Part Number :5WA-937-086-J) - and there isn't an equivalent Leuchte-set for the front fog-lights.
The absence of the previous front fog lights Leuchte-set and also the absence of any Leuchte-command related to the front fog-light function STRONGLY suggests that on MQB-evo platform cars (i.e. mk8), the front fog-light lamps are NOT controlled by the hex09 module. Incidentally, the rear fog-light lamps are controlled by the central electrics module
So - if the hex09 module doesn't control the front fog-lights on a mk8 - the function is very likely controlled by the the 2 x Light Control Modules (LCMs) that live at CAN address hexD6 (left-side) and HexD7 (right-side). Alas, OBD11 can not be used to change any coding in these LCMs!!

Why can't it code those modules? They are hard coded?
When you say "rear fog lights" do you mean the lower red lights on the bumper in Europe that flash when you brake? In the US the bumper has reflectors only. I ask because I was thinking of getting that part but I would have to wire it up and code it,.

We do not have flashing brake lights here - at least not for standard braking. Also, there is no lamp in the bumber. The brake light is just integrated in the light. What we do have "extra" is a yellow turn indicator, but also that one is just integrated in the 4 panels we have all over the world Here you can see the back of an German MK8: www.auto-motor-und-sport.de/fahrbericht/vw-golf-8-gtd-fahrbericht/

Ah I was confused because for various cars people sell replacement reflectors that light up with the headlights and flash when you brake.
I thought this was a European regulation because I've seen car reviews from the UK where, during hard braking, the rear lights flash quickly

Yes. As soon as you braking heavily (When ESC/ABS turns on or when a specific very heavy decleration is exceeded) our standard braking lights flash here. But that is far from everydays highway situations. I would say that I see these every 10000 km or so.
Yes, this this flashing is regulation and also yes, we are having combined position/brake lights, where the brake light is just more intense, but also there is a regulation that you should not have more than 2 brake lights and one 3rd braking light.

Ok, So in the EU if you brake hard, almost like an emergency situation, the brake lights will flash. What I was referring to is when the rear reflectors are illuminated. I keep hearing people say "rear fog lights" and when you go to Google images you see a combination of additional lights and a normal brake lights where one part is slightly brighter.

I do not know what this is and how this should be legal. Rear Reflector surfaces shall not have any other function in EUR. As there are chinese road signs visible, I like to add that I am not firm in Chinese road safety laws.
Yes, we do have very bright rear, red fog marking lights in EUR (one or two are fine, in case of one, the position shall be centered or driver's side). These are allowed to use when there is less than 50 meters of visibility, also, you should not exceed 50km/h with them turned on.

Fog Lights are either controlled by the 4B FCM or by the AFS/ALWR software-branch in 09, depending on model year, market and configuration. It is not a leuchte setting.
