Then I did some looking on the Audi forums just in case there was something helpful and i think you should read audiforum.us/threads/vze-speed-signal-recognition.16060/
as it implies that it also uses your map data for speed signs "According to user manual description VZE uses also map speed restriction data, so for a road with no map encoded speed data you will get the message "Outside the service area..." in cluster" but there are some links to other sites so might me worth a read and look round.

I don’t know if you succeed , but I had the same issue. You have also to change the data parameters of the 8E ( images processing unit) with VCP. You need to flash it with the file designed for you 8E and by choosing the HC with TSD.

Do you maybe have solution for "Outside operational area"?

I managed to activate TSR and it works fine, but maybe I miss something, because I have a little bug.
Traffic sign does not minimize when I'm switching to other menus. From what I saw on pics and videos it should minimize on upper left corner.
