Then I did some looking on the Audi forums just in case there was something helpful and i think you should read
audiforum.us/threads/vze-speed-signal-recognition.16060/as it implies that it also uses your map data for speed signs "According to user manual description VZE uses also map speed restriction data, so for a road with no map encoded speed data you will get the message "Outside the service area..." in cluster" but there are some links to other sites so might me worth a read and look round.
