Is there any way to change max speed for acc from factory 160kmh to more for example 210?

Think that’s 2 different hardwares 160 and 210, and not sure their interchangeable

Correct. The latest Golf 7 prefacelifts (last year or half year of production) altough had 5Q0907572 sensors equipped which where technically capable of 210km/h (and pACC and pedestrian front assist, ... :-) ) but restricted by SWaP. There are ways of flashing special firmware and enabling them, but this is no job for OBD11 at all (you will need ODIS, GeKo-Access (component protection) and the related files for this)
