hmm......... from my understanding of the wiring diagrams and the way that the central electrics module on a Golf mk7 R is programmed - the two "angel eyes" on each car side are wired in parallel (inside the the headlight fitting).

If I'm reading the wiring diagram crrectly - there are 2 x wires per car-side in the car-loom from the hex09 module that are connected specifically for this light-pair (being a wire for the DRL power supply and another wire for the DRL signal)

On GTI mk7, the inner "angel eye" is missing the equipment needed to light-up the lamp - VW call this the "GTI signature"
