I have an T-ROC 2021 without navigation installed. The Nav buton exist on the Media, but when I press on it, I am redirect to Shop to enable the Navigation. There is nothing in the store.
There is any chance to activate Nav through OBDELEVEN?

No, it is not possible to do that via OBD eleven. As far as I know, as of today, there is no known reliable way of activating SWaP functions.
VW might introduce this function in the shop after the week 48 this year. Given it has been postponed multiple times already, don't expect too much. Eventually it should appear in the shop, except nobody knows exactly when.
