I have a 2019 GTI, Rabbit edition (I could not resist.)
It doesn't have ACC, but the manual says that ACC and "Front Assist", which the car has, use the same radar sensor - in the front VW emblem.
The control module appears to be ready to let me turn it on. Is more hardware required to make it work, or can it be turned on with just a setting change?

ACC is normally SWAP (Software As Product) - which means that the car needs a type-of-license (called a "FEC") that is individualized to the car's VIN. You can get this license from a dealer

If I understand then what you mean, everything is there in the car for ACC, but it needs an activation code to turn it on.
Will dealers actually provide such a code? Seems, for example, they'd want to replace the steering wheel or the CC buttons to match the factory.

tim: I stopped trying to second guess what dealers want many years ago (the delicious futility of an impossible task!!). My suggestion - search the web, and/or have a chat with a dealer. It might just be that you already have the license for ACC with your existing equipment - maybe?

Yes, you will need a feature activation. No, there is no possibility to buy it legally. First car to bring this feature is the Golf 8, you can buy it from the infotainment there. I cannot imagine that there is ACC activated by some mistake. I am still driving an prefacelift Golf with ACC low software enablement (160km/h, no pedestrian recognition). The hardware from factory is capable of ACC210 and pedrec, as in the facelift. But the features have been exactly narrowed down to what I was able to purchase (And it is impossible to have an ACC Fec code but to deactivate it in the coding, the FeC Groups will not be valid then)
Last but not least, you will need steering wheel buttons specifically for ACC. Reusing the CCS button set is not working.
