I’ve been looking at boost lately, from what I’ve learnt you will always see around 1000mbar (1 bar) as the map sensor will read atmospheric pressure the actual figure will depend on weather and sea level,
When you drive you’ll see it change,
I was checking my boost after fitting a rebuilt turbo and I would see a peak of 27psi (I changed my settings to imperial) and a stable reading of 24, when you subtract the atmospheric pressure from this, (1 bar = 14.7psi) you get 13psi peak and 10psi stable, which is about right for a stock engine.

Wasted spark answered your question correctly in my opinion. With the engine OFF, ignition ON, the throttle body is not actually fully closed and as such is open to atmospheric pressure (1013.25 mbar at sea level). Your car is functioning normally in this regard.
