Could I permanently clear an DRL error faulty code with OBD eleven or would it come back on after I turn off and turn on the engine again??

"Trouble codes" (or what you are calling "error faulty codes")are not generated by OBD11 - the device will only report whatever "error codes have been stored in the various control modules. In the case of DRL Trouble codes, the error will keep being reported by OBD11 (from the the Central electrics module) after it is cleared - only if the fault is still present.
It depends on the type of fault that persists after it has been cleared, but often error codes will reappear immediately - some other types of error messages won't reappear until after the ignition switch is cycled
