Not sure about your MQB platform Tiggy, but if it's the same as my MQB Golf mk7 (which I think that it will be), then there are two things that are necessary to active Voice Control (VC) on the MIB unit: First the firmware must have an activation code that is specific to the VIN, then a code change must be made to the control module @ address hex5F.
Since you say that your car originally had VC and your dealer deactivated it (why?), then it may be that the activation code is still in the firmware. If this is the case, then you could try changing the code on the module which OBD11 calls "Information Control Unit 1" - see screen shot below. You will (may?) find the screen-shot at the very end of the long-coding page (swipe all the way down). It is probably wise to also reset the MIB unit after the change has been made - this is done by holding-in the Off/ON button with the MIB switched-on for at least 10 seconds
If you get an error message, then simply revert the setting back to the original value. Please be aware that this is just a guess- it's an entirely untested tweak

When app connect and voice control is not activated its not possible to do it only with coding. That is the information i have. You need a aktivation code from your dealer and he needs to code it with online connected tester. But if its possible it would be nice to know because a friend has a tiguan (MQB) Too
