I have seen some information on internet that seems to give the impression that you can add a new key to your VW via VCDS.
Is it true and what is the extent of this additional key function.. program the Transponder to your vehicle or just open doors and locking and - is it possible with OBDEleven?

hmm...... this is an impossibly general question to answer - are you asking about programming a new key on every model vehicle ever produced by VW in it's long history?
If so, the ability to program new keys with a third party diagnostic device (like VCDS, or OBD11) is ENTIRELY limited to the generation of the immobilizer in the car (and if the VW model is old enough, whether the car has an immobilizer at all!!)

Yes, you can add a new key to your VW via VCDS, which includes programming the immobilizer and central locking.

it was a general question for OBDEleven just to see if it is worth pursuing 'at all'.
even the VCDS info is sketchy but I don't see anything about OBDEleven doing it on anything. I ordered some key fobs as access to the car only.. this is a simple process apparently. They will be blanks but I can get them cut (duplicated) easily locally.
Then I found that they have the RFID Transponder chip as well.. this is another thing completely.

@ggrazuncle: OK - as I said and it doesn't matter if you are using VCDS, or OBD11, it all depends on which generation immobilizer is installed in the car.
If the VW model uses a fifth generation immobilizer (for example, if the car has a MQB platform build), then the immobilizer uses the FAZIT database (vehicle information and central information tool) forimmobilizer management. This means that changes need to be authorized in VW's central database - which requires a connection to VW's central-servers
