How to know if I can turn on a feature in car and if it's installed or not?
In some areas it says Not Active and can be changed to Active in long coding.

nakti : I don't really understand the exact nature of your question - but you should appreciate that your Octavia hasn't been designed around OBD11. So, you won't find a straight-forward, simple decoding document that lists every feature in the car and then tells you the OBD11 instructions to activate them. I guess the simplest mechanism to turn ON-OFF the features in a car is OBD11's one-click-Apps. But IMHO, these are far too risky to use because they make unknown changes to the car's coding - which can make fault finding very difficult. I suspect that the answer to your question is that you need to do the hard work to understand how to turn ON-OFF the feature that you want. Thanks. I have many one click but have only used some which working. Other is not tried as I dont want to use oneclick anymore.
I found drive profile on odb in coding whicj is not active, what will this do if I turn it on? Will it work on my octavia 2019 without drive profile button? Or is it special for cars who have button?

nakti :It was appropriate for you to ask your first question here because it was of a general nature - but you are now asking a quite specific question that relates to a particular car type.
The best place to ask your specific question is in the sub-forum for your car - where experts on your car type can be found.
That said, I am aware that for some VW models, Drive Profile is what's called "Software As Product" (SWAP) - which means that a special license is needed to activate the function. This license is tailored to your car's VIN and it can only be installed by a registered dealer (after you pay VW an amount of money).
But as I said, you should ask your question again in the correct sub-forum for your car
