I want to set the lane assist to be off when I start the car, but would like to still have the option to use lane assist when I choose so.
Is this possible?

Yes, it is possible. However I'm not sure if this is possible with OBD11, the guy did it via VCDS in my car. I'm trying to recall where to set it, but once done I just forgot... But you can try to check A5 (ACC, known also as camera):

It’s possible with OBD11. I played around with longcoding and managed to code it so that it remembers the last setting. So now my lane assist is off when I start the car and only turns on when I enable travel assist. As soon as travel assist is disengaged, lane assist also turns off.

I have tried coding the Adaptive Track Guidance but it only appears in the menu and I can't get it to work. In my car there is only a lane departure warning.
