So, I felt the need to share my experience to prevent excessive extra labor to save a buck.
BTW there is a direct fit led headlight made by Lasfit... Just do it
I have attached some pics to give you an idea of what it took to make a regular h7 led fit our application.
Well I don't know how to add to pics to this discussion page. So, buy a led h7 bulb then buy a special adapter for Passat so you can convert to LED or HID. Then find out every h7 led will not fit your application as its designed. Then realize you've spent too much just to buy the lasfit bulb. Then I was determined to make it work. So, I dremmeled off part the heat shroud housing to clear adapter. On top of that every h7 locking plate is set to a different position (even for the same manufacturer). So, I ended up making my own notch. In the end Lasfit are $80 plug n play and my setup cost about $45 definitely not plug n play. You may think half off but aftermarket LEDs just have a shorter life so, I will be grinding another heat shroud before I know it lol.

I can confirm this as well. Best bet unless you want to fork out around $500.00 US, best bet is LasFit LEDs. Just make sure to get the ones that are made for the direct fit. They offer two sometimes three types. H7 direct fit for Passat, or regular H7. Plus if I’m not mistaken a H7 for Mercedes. But this will save time and money. Great bulbs btw.
