Its a security feature of VW, It started out on Audi cars and now is creeping across all cars in the VAG Group.

If you have this security on your car then you will not be able to code unless the hood is open.

If you dont have it (like my old 2014 car) then you dont need to do it.

I should also add that VW Have also changed the Stop Start process so the old coding no longer works you are best getting a memory switch to turn if off.
