It does a simple compare of cars on the OBD11 Database.
I suspect (but cant confirm) it just uses hardware and version number and if it finds a car with a higher software version number it shows you.

I've searched various sites for these updated SGO, STT, FRF files but they just don't seem to exist for me. I still have Erwin as an unexplored option as I can't pay for the subscription as I don't have that dealership number it keeps asking for. I have ODIS and AVDI ready and waiting to try flashing files. I use these sites currently to query things: vag-flashinfo.de/index.php?partno=&as=vagcode.info/enThen there is a tor site that one can get modules up to 2017, but it isn't a complete list as it had nothing for my car.

Not saying you are wrong, but i am pretty sure I saw this answer from the OBD11 Team and I also recall somebody on the forum saying that the problem with this is the same hardware (number) can be installed on different models and have different software upgrades. Again dont know if that is true or not just what i have seen.
UPDATE - FOUND IT
* Check for control unit software version update (Visible in control unit info screen, this info is for information only. It shows if there are newer software detected in our database for control unit with same Software number)

I did say this in the past. My issue is that I'm not seeing any of those updated flash file revisions on any of the usual sites I'd check from questionable sources. I am not able to access ERWIN due to a lack of a dealership number that I can make a subscription with. Can someone PM me a link to some of the latest files. I downloaded a t0r with a bunch of files, but none of them are applicable to any of the modules I have in my car.

vag-flashinfo.de/No need for applying to ODIS, just follow the instructions on the right for downloading the packages. But you can also check whats inside the box before What is not in these files is not avaliable for the public, but also unaccessible for registered ODIS-Workshops without having an TPI or SVM (a specific service including the update) and a car it matches
