I’ve just got my US spec Golf R and am looking to change the max speed of my ACC cruise control. My previous EU spec Gti had no limit and I could set it to 200kmh with no issues so I feel this is something that can be done. Just looking for guidance on which area to look. Before the questions, I live in Germany and am regularly on the Autobahn which is why I ask.

What is the maximum speed you can set it to? 160km/h? In that case, there is only ACC low activated via Swap (needs some nasty firmware and cp stuff to be done)
If there is another, but higher speed avaliable as a Maximum, it is either coding (doable via OBD11, operation mode 1) or Datasets (not a job for obd11)

Sounds like Operation mode 2, which can be changed to 1.
But still it looks like that there is only acc low enabled by swap, so my suggestion is to address somebody who is able to do this.

Yes Km/h, so to change to 1 is that in ACC adaptations?

Coding, it is in the coding. But even then you will only get it up to 160km/h I suppose.
